How do I get my Counter-Strike Dedicated Server online?

I downloaded all the software needed to administer a source server Dedicated including HldsUpdateTool and srcds. I also created a lot (Bat). File to run my server. Send port the following ports: 1200-1200, from 27,000 to 27,015, and 27,020 to 27,039. The protocol of three ports is defined as "all together." My IP ports for these purposes by 3 digits (ask if this is right). Disable my firewall Windows and let scrcds port 27015 to go through my firewall manually. I run the Windows Vista operating system. My server is presented only as a LAN server I can see and participate. MyServer is not the Internet con-Strike Source Servers tab, but only under the LAN tab. I'm wondering if there's no way that my server line, or allow others to participate? If Please help.

The servers are on LAN, always appearing in the LAN as you. Other must see the line and not as a LAN server.
